I don't think you do, actually, for the first registration. I didn't send any proof of insurance when I registered mine. In fact it was
only on build insurance with specific cover to go to and from IVA, and without a registration can't be on the MID, so the DVLA can't have
known if it was insured or not. It doesn't mention it in the "documents you need to send" IIRC. If you think about it, you
can't get full road cover until you have a reg. number...

I tend to agree.
Having re-read the letter I had from DVLA (Danielle, Kits & Rebuilds) allocating my VIN number it says:-
Return this letter with;
Application for first tax & registration V55/5
Build up report
Reg & Licence fee
IVA Cert
Photo evidence & receipts.
No mention of insurance ???
Edit to add:- I've just spoke to Danielle by phone.
The car needs to be insured. She suggested, as from May 1st.

I don't know about legal (cough!) plates, but I got mine ages ago in Sheldrake & Wells in
Ipswich. They really are legal, but the plate maker's name is really small & doesn't look too bad (at least, it was when I got them).

Halfords make the name and post code the same colour as the background
I got a front plate off eBay, the square Jap plate with just one line, then trimmed it down.
