Hanging on the side of my ex Sierra Pinto carb. There seem to be two air pipes and an electrical connector.

Is it actually part of or attached to the carb in some way?
Difficult to see in the photo, but it looks like it's not part of the carb, but just hung there because it's convenient?
Does the fuel line run through it?
No it's just hanging there.
Don't think there is fuel, just vacuum.

Obvious questions where do the wires go and what happens if you disconnect them?
Its a device that sends message to big brother so they know exactly where you are and how fast your going

I think you'll find it's an anti run on valve . When you switch ignition off it opens an extra vacuum inlet to the carb thus making the mixture too weak to run on - Fords (& others) had big problems with engines running on in those days, an extreme example I watched keep going for nearly 2 minutes (we were timing it!) until we finally gave up & stalled it!
Had one on a 1972 Capri Cologne 2.6, it's a valve that opens on deceleration to weaken the mixture, anti polution device, took it off after warrenty, no ill effects.
