This is a bit of conjecture but if your estate is a good way from a mains distribution site to combat voltage and amperage drop they may run 3 phase and use a box like you have to split down to single phase for a group of houses.
Just an educated guess.
You will need to talk to national grid to see about moving it, looks like it needs to be outside the property

It's probably be a distribution box feeding several houses.
ie large cable into the box, and several smaller cables out to the houses.

Anyway, three phase will not combat any line losses / volt drop etc.
They would only feed one phase into a house, unless you had some good mates on the local electricity board to sort it out for you

There may well be three phase in the box, but they would only be spreading several houses across the phases to manage the load.
ie each house will only have a single phase supply to it.

I would get in touch with the local electricity company, power gen or whomever.
The local planning people might know, especially if anyone else has had an extension built over one of them.
hek with anyone lese in the street who has an extension etc.
Could be costly to move it!

Make sure you get your P. Permission before paying the Leccy Co to move it!
cos they will move it, and you might not get your planning permission, hence money wasted.
Get a quote in writing first. It might be cheaper to move home!

EDIT:
If your estate was too far from a supply to cause it to have a volt drop, they would supply the area with a higher voltage line eg 11Kv and then transform back down to get the 240V for the domestic supplies.

Our Building had its own 11Kv feed and substation.
We also had 3 x 2.5Mw diesel Generators.
