Sort of car related. Jockey wheel for trailer 42 mm size

I just want to confirm something here.
When looking for the correct size of jockey wheel to fit my trailer, is it the diameter of the tube that is clamped that is measured. So when I ask
for a 42 mm jockey wheel I would expect the larger tube to be that diameter?
