I see Europa Specialist Spares do similar but I think it is a LED ring and a normal inner bulb... (click HERE for link)

Yep, they are the Hella jobbies - which are quite smart but getting a bit over used imo. SVC do some very bright led lights. I saw them at Detling and they look really good - still pricey though.
