What is wrong on this Sierra brake setup?

Hi.

On behalf of a friend...

Something is not quite right here.
Can you please help me?
It's a Sierra setup, with drum to discs conversion plate.

I'm not sure, but should the caliper be on the car side of the bracket, not the wheel side?

use some spacers to align it properly?

Also still dont like the crinkly washers.

them washers will rot out very fast ,
(i know there zink plated)
use spring washers.
i always use stainless stuff and high tensil where applicable.
