mudflap
my front arches dont cover the rear of the tyre lower than the centre line (sva) so can i fasten something similar to picture below to bend the
rules?

I am not sure, but i should assume that if you bolt it on the arch, the examiner shouldn't have a problem with it as it would appear as a
permanent fix ( IMHO)

Mudflaps
I think you need to be careful that the mudflap is not too stiff, so that it might damage the GRP wing if something solid hit the flap.
On my car I use some plastic builder's damp proof couse PVC strip. It can be bought in rolls of various widths, from 100 to 250mm wide, quite
cheaply.
It is also useful as packing shim.

Not sure about the requirements, but they are quite useful. I used a mudflap of that style to make flaps for my front arches. I've got the one
left (unused) if you decide you need flaps - say a fiver posted to UK?

You dont need to cover below centreline for SVA
Only the wheelk rim in plan view
