Lastest plan to fine/tax motorists

I dont know weather this has been covered in other places so sorry if im repeating it..... but ive heard from 4 different people that the government are going to be sending people around traffic jams and if you still have your engine running when in stand still traffic you will be fined.
Does it make sense why ive posted it here?!

Can anyone put some more light on it for me please??

It was on the radio the other morning. £20 allegedly. Pilot in Shoreham-by-Sea, West Sussex.

"The Department for Transport said it had issued guidance to councils stressing that they should not issue a £20 penalty notice without first giving drivers a warning."

Only the daily mail seem to be reporting it right now, so it could be complete tosh.
