No, because 1hp is about 50% more than an average horse can maintain over a day.

Yes, but it's a sprint event, not endurance, so he doesn't have to maintain its power for a day...
So 2 bhp/ton should be reasonable...
Can you drift with less bhp/ton?

Any production engine should be capable of doing that (given adequate cooling and engine in good condition etc). Have you ever seen the torture tests
that manufacturers put engines through during development?
