I read in the paper today that they "touch themselves intimately " and then touch the guards. What do you think this means???

they put their hands down their trousers touch themselves and then try and touch the face or crotch of the arresting officers and then claim that there has been some sort of sexual activity

the cops then have to try and prove that they havent touched them
