why does the government reply to this extremeist, and frankly a bit silly, petition (which i signed along with 909 others) but they dont reply to petitions with thousands of signaturies about actual policy changes (like the save our race tracks one, which i've signed)

Perhaps the more stupid petitions are easy to answer. The sensible ones that highlight flaws in government policy are harder to answer convincingly, so are avoided.
