wy does it disengage..?

I cannot see a great deal from the picture, but the plastic part of the bearing which is on the column seems to be the wrong way around.

What exactly is disengaging?

Looks like the circlip that should be above the inner bush to stop it rising up is missing

As you can see in Marks picture the circlip is about 80/90 mm above inner bush. When bush is in place circlip should just touch top of bush.

Yep, it's all fitted right, but the triangular funny clip thing is missing.

Push the inner bush back down trough the other one and use a tie clip around the shaft to stop it sliding up again.

Put a jubilee clip or a tiewrap round it to stop it riding up. It's because it,s taking up some misalignment.
