I think I have a Sierra steering column installed (I am the 3rd owner of the car, so not 100% sure).

I have to remove the sleeve from the column (see picture). Is this piece removable?

If so how do I remove it without damaging it as I have to put it back after I modified it.

Is it pressed on the steering column or is it screwed on and has a thread?

The end is Deffo not standard Sierra ,as it's square as standard

It looks like a Sierra column with the casting for the ignition barrel and other switches removed - probably by grinding off then turned down into the sleeve you have now.

The hex at the wheel end seems to be a welded slug for a quick release mech.

You can remove the ali casting - I drifted mine off carefully in a vice, with the lip of the ali resting on both jaws of the vice. However, it came off over where your hex shaped part of the column is. I can't say it looks like it will slide over that part!

Some more photos of behind the dash might be useful for seeing if it can come off the other end. It could depend on whether you've a fixed or adjustable column.

Also, I should say, I've a spare sierra casting (with a small part of it snapped off) which would be ideal for you to grind and turn down again if yours doesn't survive removal. Comes with an ignition barrel and key too if you need!

I need to lathe the sleeve down to 40mm (currently it has a diameter of 42mm).

The reason for this is to fit paddle shifters.

Yeah it's an interference fit. From what I remember there was a place for a grub screw, but there wasn't actually one in mine. From memory it was on the underside - it should be fairly obvious.
