The adjusters on the outer cable should butt up to the slotted tubes to give you your handbrake adjustment.
there seems to be a lack of prop lol
The outer sheath of the cable needs to be retained by the slotted tubes to enable the handbrake to operate correctly.

Yes the hand-brake cables need to be located into the slotted shoulders and it appears they are the wrong way round the adjuster needs to go into the one at the brear allowing access to the nurrled adjuster.....

As ^^^^^^.
The cable end with the adjuster on it goes to the nearside wheel and it is best inserted in the lower tube,
while the offside end goes in the top tube.
I have made a bracket for mine which relocates the top tube to a lower position. (Picture shows it before welding.)
This has the effect of locating the end of the cable better.
