As some of you may know redundancy has forced me to be very economical if I'm to continue with my build.
In the local paper are a set of 4 steel Fiests wheels complete with tyres which I could probably get for around £25.00
Would these be OK for build wheels (or mayby more permanently)?
My only concern is that I believe 14" are better in terms of eventual tyre availability and if I set everything up on 13" ones would that
create any problems changing to 14" later?

Just check that they will fit over your front (and rear if fitted) calipers.

i have a set of 14" sierra alloys you can have for free if you can collect they also have tyres on them

if they don't fit over the calipers, take the calipers off while you build
