Does the cycle wing HAVE to curve around the tyre-shoulders?

No
They can be flat, with a well protected edge.

Unless the rest of the car is also styled from 1910, yes. Its the law.

So they can be flat - it's an either/or not an "as well as"
Mine were certainly flat at SVA - I hadn't had time to get the moulds done for my wide arches so just bent some flat ali sheet around a tyre
& stuck some edge trim on!
