would it be a safe option to make sure that the arches cover the tyres? I know it's the rim that matters but if i cover the tyre it should mean that I'm ok for a pass or is there something I'm missing in the manual or possibly in my head ( a brain for instance )
I can't see where there's any mention of distance from wheel to outer panel.
any suggestions ?

As far as I know, the arch has to cover the tyre as well.

You don't have to cover the whole tyre - the wheel itself is the reference point. The picture below shows the extent of my mudguards, and this has passed SVA (it was checked rigorously, believe me!)

I asked my tester to clarify this and as just said it is the wheel rim leading edge not the tyre.

If we are talking about outside edge then the mudgaurd should stick out more than, the tyre

I suppose if i keep a reasonable distance between outer edge of arch and tyre then i should be ok, as for your wheel arches David if you passed with those then with my plans i shouldn't need to worry
Steve I was pretty sure this was the case so thanks for confirming that.
Anyway thanks for your input, I think if i give it 10mm over the outer edge of tyre i should be ok as that will give me a few more mm to the wheel itself

I realised afterwards that I wasn't specific enough - get a big square (e.g. a hardboard rectangle) and put it against the front wheel rim - the front of the mudguard should be ahead of this point. Put the square against the side of the wheel (might need spacers) - the mudguard must be wider than this point when checked on both sides. The rear is not so clearly defined - I took it that a square placed at the rear should touch the mudguard before the tyre (but that's only my interpretation...)

I see what you mean regarding the front of the mudguard being forward of the wheel this wont be a problem with me as the car isn't a 7, it was a failure point at my recent test, but when i need help i can always get a quick response from the folks on this site.

I guess your problem is the amount of tread visible from above, when looking down onto the wheel - not so easy to fix.

yes you're right it's not that easy to fix without it looking a mess but i'll just have to stick temporary wheelarch extensions on for now, chap at test station said we're not bothered what it looks like as long as it does the job, so it will be a case of taking them off and cleaning up afterwards possibly respraying, just GOT to get it done for next years rainy season

Maybe fit narrower wheels and tyres for SVA???

Yes i did think of that one time but i've got 15" wheels and finding that size with the same 4 stud pattern would be a bit hard.
I've bit the bullet today and started to fit what I'm sure will bring a smile to the lads at the test station.
