I Put the passenger seat in yesterday, then started to put the seat belts in, after putting the two top bolts in I found out that the sliding bits hit the seat is this a failure there and then?

Looking at the angle at which the belt now leaves the bracket, I think that will be a fail.
I think the attachment point would need to enable a smooth flow of the belt when under strain to ensure that it is secure, and the belt should pass over the shoulder without hard angles.

i) does not enable the belt to pass over the shoulder
ii) is such that the belt is likly to slip off the shoulder

Sorry but Im not sure that would pass.

If you put the seats forward (even if it's only for SVA) then the angle might be OK, as there would be a shallow enough angle for the belt to slope upwards to the sitter's shoulders?

Or maybe, bolt the plate that the strap attaches to UNDER the top tube?

Might work...?
