The image you have posted looks like a lady who cannot afford underpants!

When the SVA first came in in 1998 if you had proof that you had started your build before the cut off date you could register it without SVA. I think those days are now long gone, sorry.

Now,this is a long shot.......a few months ago in Kit Car magazine there was an article about a chap,newly retired from some ministry or other that knew a lot of the answers. If anyone knows how to weedle around the rules it would be him.
I have to agree with Peteff and (especially)Mark that you are going to have to SVA it.
For starters you are going to need a very,very long roll of titanfast edging to cover all the sharp edges!
