fitting Sieera steering coumn

A quick question which hopefully one of you will be able to assist me with.
Just finished cleaning up the column and getting ready to fit.
1) Does the nylon insert that goes into the bush assembly where the column passes through the bulkhead fit as per the Haynes manual i.e 52mm from end
2) When the steering whel was removed this allowed the spring and column assembly to move revealing the lower bearing in the column, am I right in assuming I can't tighten up the coulmn mounting bolts until a steering wheel is fitted as if I tighten the bolts it will force more of the lower column through the bush assembly duw to the increased temporary length of the unit with the spring etc visible.

I hope this makes sense as reading it it's as clear as mud

Slide the bush up the Steering column until the mounting Bracket on the column touchs the mounting brackets on the chassis.

Hope this is as clear as mud and the info you require.

thanks for that, can anyone shed any light on my question about when the spring located at the bottom of the outer column should close up again. Is it okay to tighten the cloumn mounting bolts without a steering wheel fitted or should they be left slack until one is?
