Another seat belt mount Q

Can the mount be a 3mm peice of steel with a hole for the bolt and a locking nut or do i have to use threaded mounts?

IMHO you need (for your own peace of mind as well as aSVA/IVA) to use a welded in threaded tube. The examiner will probably also want to check that the thread runs right through the fixing.

tip - screw an old bolt in before welding on the nut to save the thread from being damaged by the weld splatter as the thread is very fine and easily damaged but difficult to repair

Mine was a piece of plate with a hooe through them puka eyelet with puka nut with spreader plate

Past no problem.
